In a new 44-slide pitch deck, obtained exclusively by ADWEEK, X is once again pitching itself as a highly safe environment for advertisers. The slides promote various tools for transparency, campaign measurement, and brand safety that debuted between 2022 and 2025. X presented the deck to brand- and agency-side advertisers last week, according to a source familiar with the matter. 

These include keyword controls, blocklists, as well as partnerships with leading media quality firms DoubleVerify, Integral Ad Science (IAS), and Trustworthy Accountability Group. 

Notably, the deck positions Grok—the AI chatbot operated by X’s parent company xAI and integrated natively into X—as a cornerstone of the app’s brand safety and suitability mission. One slide claims Grok provides “enhanced contextual understanding of posts”; the ability to “identify sensitive topics based off of cultural trends on X”; and “superior text recognition across content formats including images with oddly-sized or distorted text.” 

But throughout the past year, Grok has not only failed to ensure brand safety but in some instances disseminated the very content that brands deem most unsafe. In January, users prompted Grok en masse to flood X with sexually explicit nonconsensual deepfake images of real users. Around 6,700 such images appeared hourly during one 24-hour observational period, tallied by deepfake researcher Genevieve Oh. Now, that incident is the subject of various regulatory investigations across the globe. Six months earlier, Grok had spewed violent and antisemitic content on the social platform, producing rape fantasies and calling itself ‘MechaHitler.’ 

The company says in the document that it is “deeply committed to safety for all.” 

In the new pitch deck, X claims Grok “exceeds industry benchmarks” for brand safety, with an “average brand safety score” above 99.99% according to IAS and DoubleVerify, though details about these methodologies were not shared. In 2024, DoubleVerify publicly said that X’s brand safety rate is 99.99%—a figure that referred not to the share of content that is brand-safe on X, but to the rate of effectiveness of X’s proprietary brand safety systems at the time. However, the rate was never presented as a representation of Grok’s capabilities.

“This webinar session and deck were part of our ongoing proactive communication with clients. Transparency and control are the core tenants,” said a spokesperson for X.

DoubleVerify declined to comment. IAS declined to share specifics about its methodology but directed readers to learn more about its work with X in a blog post on its website. That post includes no mention of Grok.

The deck spotlights various other products and tools designed to give advertisers greater control over their placements and to assure them that content on X is being effectively moderated.

A significant portion is dedicated to highlighting Community Notes, X’s crowd-sourced fact-checking feature, which allows users to add relevant context to posts that may include misinformation. Users are 80% more likely to delete a post if it receives a Community Note, according to research from Sorbonne Université Paris, Cornell University, and University of Washington. Now, X says it is piloting a new program that allows AI tools to propose Community Notes called the AI Note Writers API.

An appendix to the document also makes specific recommendations for the controls that advertisers should consider applying to different kinds of ad buys on X. For example, the company suggests applying pre-bid adjacency controls and “limited” sensitivity settings for timeline, profile, reply, search, and vertical video ads.

X’s advertising business has suffered substantive losses since Elon Musk’s $44 billion acquisition of the platform in late 2022, in large part due to brand safety concerns. Upon his takeover, Musk aggressively cut headcount, flipped the blue check-based identity verification system on its head, and loosened the app’s content moderation policies. The upheaval spurred a mass exodus of advertisers, many of whom did not want to risk their messages appearing next to controversial content. 

Though many major advertisers, including IBM, Disney, and Apple, have since returned to the platform, X’s total 2025 ad revenues, according to estimates from Emarketer, reached just $1.25 billion—roughly half the $2.43 billion it tallied in 2021 before Musk’s takeover.

In January, X elevated Monique Pintarelli to global head of advertising at xAI, part of its push to recover these lost revenues. In conversation with ADWEEK earlier this year, Pintarelli said X is focused on “how we can create user experiences on the platform that can also be beneficial for the advertising community.”

Anthropic Is Cashing In on OpenAI’s Pentagon Deal


Anthropic is making the most of its fallout with the U.S. Department of Defense—and the subsequent influx of interest in its answer engine Claude, promoting its memory import feature, which lets users port over their chat history from other AI chatbots.

The memory tool was originally debuted in October of last year, but the company is promoting it anew after integrating memory import interface tools directly into Claude’s settings and publishing a dedicated landing page over the weekend. The dedicated landing page includes demo videos and clear instructions for how users can “switch to Claude without starting over.”

The memory import feature was previously accessible to paid subscribers only, but starting today is available to all users for free.

The timing of the promotion is opportunistic. Last week, Claude shot to the top of app store ratings, hitting #1 in the free app category in the U.S. on iOS after Anthropic refused to budge in the Pentagon’s pressure campaign against the company. The company’s CEO Dario Amodei said Anthropic would not allow its tech to be used for mass surveillance of American citizens or to develop autonomous weaponry, rejecting an ultimatum levied against the lab by DoD Secretary Pete Hegseth. In response, President Trump barred the use of Anthropic products by the U.S. government. On the same day, rival OpenAI swooped in and secured a contract with the DoD. 

Though OpenAI claimed in a statement that its deal terms include “more guardrails than any previous agreement for classified AI deployments, including Anthropic’s,” the decision led to immediate and widespread backlash. Consumers took to social media to bash the company, suggesting it had folded to the Trump administration’s aggressive demands. Now, a ‘Cancel ChatGPT’ trend has spurred some 1.5 million users to sign a boycott pledge on one activist site.

The outrage directed toward OpenAI has seemingly led to a spike in Claude usage. Anthropic has seen free active users surge 60% and daily signups quadruple since the start of the year. Paid subscribers have also more than doubled this year, according to the company. 

Social engagements are only fanning the flames. A post on X from pop star Katy Perry last week that included a screenshot of Claude’s subscription signup page with a superimposed heart shape attracted 51,000 likes and over 5,500 reposts. 

Of course Anthropic hasn’t fully escaped scrutiny. X creator Jules Zucker, for example, who has 159,000 followers, called out Anthropic’s work with defense tech company Palantir, suggesting that both it and OpenAI are potentially complicit in acts of war. 

In any case, Anthropic is taking advantage of the buzz. Its fresh promo for Claude’s memory import feature signals to consumers that the platform is friendly to ChatGPT émigrés. 

The push arrives as competition between the two labs intensifies. Last month, the Anthropic aired a
Super Bowl campaign that promised an ad-free experiences, a subtle dig at OpenAI’s plans to integrate advertising into its chatbot.

Trump Orders All Federal Agencies to Phase Out Use of Anthropic Technology

President Donald Trump said Friday he was ordering all federal agencies to phase out use of Anthropic technology after the company’s unusually public dispute with the Pentagon over artificial intelligence safety.

Trump’s comments came just over an hour before the Pentagon’s deadline for Anthropic to allow unrestricted military use of its AI technology or face consequences — and nearly 24 hours after CEO Dario Amodei said his company “cannot in good conscience accede” to the Defense Department’s demands.

Anthropic didn’t immediately reply to a request for comment to Trump’s remarks.

At issue in the defense contract was a clash over AI’s role in national security and concerns about how increasingly capable machines could be used in high-stakes situations involving lethal force, sensitive information or government surveillance.

Anthropic, maker of the chatbot Claude, could afford to lose the contract. But the ultimatum this week from Defense Secretary Pete Hegseth posed broader risks at the peak of the company’s meteoric rise from a little-known computer science research lab in San Francisco to one of the world’s most valuable startups.

Anthropic spurns Pentagon’s latest proposal over its safeguards

If Amodei did not budge, military officials said they would not just pull Anthropic’s contract but also “deem them a supply chain risk,” a designation typically stamped on foreign adversaries that could derail the company’s critical partnerships with other businesses.

And if Amodei were to cave, he could lose trust in the booming AI industry, particularly from top talent drawn to the company for its promises of responsibly building better-than-human AI that, without safeguards, could pose catastrophic dangers.

Anthropic said it sought narrow assurances from the Pentagon that Claude won’t be used for mass surveillance of Americans or in fully autonomous weapons. But after months of private talks exploded into public debate, it said in a Thursday statement that new contract language “framed as compromise was paired with legalese that would allow those safeguards to be disregarded at will.”

That was after Sean Parnell, the Pentagon’s top spokesman, posted on social media that the military “has no interest in using AI to conduct mass surveillance of Americans (which is illegal) nor do we want to use AI to develop autonomous weapons that operate without human involvement.” He emphasized that the Pentagon wants to “use Anthropic’s model for all lawful purposes,” but he and other officials haven’t detailed how they want to use the technology.

Dispute further polarizes the tech industry

Emil Michael, the defense undersecretary for research and engineering, later lashed out at Amodei, alleging on X that he “has a God-complex” and “wants nothing more than to try to personally control the US Military and is ok putting our nation’s safety at risk.”

That message hasn’t resonated in much of Silicon Valley, where a growing number of tech workers from Anthropic’s top rivals, OpenAI and Google, voiced support for Amodei’s stand late Thursday in an open letter.

OpenAI and Google, along with Elon Musk’s xAI, also have contracts to supply their AI models to the military.

Musk sided with Trump’s Republican administration on Friday, saying on his social media platform X that “Anthropic hates Western Civilization” after Michael drew attention to a previous version of Claude’s guiding principles that encouraged “consideration of non-Western perspectives.” All of the leading AI models, including Musk’s Grok and OpenAI’s ChatGPT, are programmed with a set of instructions that guide a chatbot’s values and behavior. Anthropic calls that guidance a constitution.

While some Trump-allied tech leaders have joined the fray — including Musk and Palmer Luckey, co-founder of defense contractor Anduril — the polarizing debate over “woke AI” has put others in a difficult position.

“The Pentagon is negotiating with Google and OpenAI to try to get them to agree to what Anthropic has refused,” the open letter from some OpenAI and Google employees says. “They’re trying to divide each company with fear that the other will give in.”

But in a surprise move from one of Amodei’s fiercest rivals, OpenAI CEO Sam Altman on Friday sided with Anthropic and questioned the Pentagon’s “threatening” move in a CNBC interview, suggesting that OpenAI and most of the AI field share the same red lines. Amodei once worked for OpenAI before he and other OpenAI leaders quit to form Anthropic in 2021.

“For all the differences I have with Anthropic, I mostly trust them as a company, and I think they really do care about safety,” Altman told CNBC. “I’ve been happy that they’ve been supporting our warfighters. I’m not sure where this is going to go.”

Also raising concerns about the Pentagon’s approach were Republican and Democratic lawmakers and a former leader of the Defense Department’s AI initiatives.

“Painting a bullseye on Anthropic garners spicy headlines, but everyone loses in the end,” wrote retired Air Force Gen. Jack Shanahan in a social media post.

Shanahan faced a different wave of tech worker opposition during the first Trump administration when he led Maven, a project to use AI technology to analyze drone footage and target weapons. So many Google employees protested its participation in Project Maven at the time that the tech giant declined to renew the contract and then pledged not to use AI in weaponry.

“Since I was square in the middle of Project Maven & Google, it’s reasonable to assume I would take the Pentagon’s side here,” Shanahan wrote Thursday on social media. “Yet I’m sympathetic to Anthropic’s position. More so than I was to Google’s in 2018.”

He said Claude is already being widely used across the government, including in classified settings, and Anthropic’s red lines are “reasonable.” He said the AI large language models that power chatbots like Claude are also “not ready for prime time in national security settings,” particularly not for fully autonomous weapons.

“They’re not trying to play cute here,” he wrote.

Pentagon ready to punish Anthropic if it doesn’t compromise

Parnell asserted Thursday that opening up use of the technology would prevent the company from “jeopardizing critical military operations.”

“We will not let ANY company dictate the terms regarding how we make operational decisions,” Parnell wrote. Anthropic has “until 5:01 p.m. ET on Friday to decide” if it would meet the demands or face consequences.

When Hegseth and Amodei met on Tuesday, military officials warned that they could designate Anthropic as a supply chain risk, cancel its contract or invoke a Cold War-era law called the Defense Production Act to give the military more sweeping authority to use its products, even if the company doesn’t approve.

Amodei said Thursday that “those latter two threats are inherently contradictory: one labels us a security risk; the other labels Claude as essential to national security.” He said he hopes the Pentagon will reconsider given Claude’s value to the military, but, if not, Anthropic “will work to enable a smooth transition to another provider.”

EXCLUSIVE: Google Pulls 115 Android Apps Tied to Ad Fraud Scheme Affecting 25M Devices


An Android-based mobile fraud operation designed to milk ad revenues from AI-generated shell websites has been shut down by Google and ad verification firm Integral Ad Science (IAS). The scheme was executed through more than 25 million consumer devices.

Throughout late 2025, the scheme, dubbed Genisys, used over 115 distinct mobile apps to propagate fraudulent ad activity. When users downloaded an affected app—most of which were basic utility apps like QR code scanners, PDF readers, or WiFi detectors—secret in-app browsers covertly pushed traffic to nearly 500 AI-generated domains in order to monetize ad engagement.

Affected apps were generally basic single-function tools like flashlights, PDF converters, or wallpaper providers. The websites generally looked like blogs, news publishers, or informational sites. 

Many of the AI-generated domains were designed to look like generic, informative sites.

Not only did the operation hijack users’ devices without their knowledge it also led to wasted investment for many advertisers whose messages were not shown to real people. IAS Threat Lab was unable to quantify the total ad spend wasted by the scheme, but determined that its traffic generated millions of bid requests, leading advertisers to serve ads against bot traffic.  

Hadi Shiravi, a senior engineering manager at IAS Threat Lab, warned that AI is being used to quickly set up and aggressively expand these fraud schemes. “These are scales we haven’t seen before,” Shiravi said. “It’s very easy for them to spin up these domains, scale them and at a very low cost,” Shiravi added.

Plus, technical advancements are making it easier for AI-generated content to bypass standard monitoring techniques employed by ad exchanges and supply-side platforms.

To further obscure the activity and avoid detection, fraudsters misrepresented bundle IDs, unique codes used to identify specific apps. Instead of displaying their real bundle IDs, the fraudulent apps showed the IDs of a wide range of real, popular apps—like Netflix and Instagram—to suggest that the traffic going to the shell websites was legitimate. Some of the domains showed upwards of 300 app bundle IDs generating traffic. 

After detecting the fraud operation in September of last year during a regular monitoring process, IAS Threat Lab followed its proliferation before it reached its peak in December. Google instigated its own investigation into the apps, and eventually, it pulled the fraudulent apps from the Play Store. Plus, a security tool called Google Play Protect will automatically disable Genisys-affiliated apps—even if they come from outside the Play Store—and alert users in the future if they interact with such an app. The organizations claim they’ve reduced Genisys-related bid requests by over 95%.

“Bad actors are constantly changing tactics, which is why we collaborate with IAS and others across the industry to disrupt fraud networks,” a Google spokesperson told ADWEEK. The spokesperson added that the removal of the affected apps is intended to help “protect people and businesses from abuse,” but declined to comment further on the record.

Including Genisys, Google pulled over 870 Android apps associated with at least three large-scale ad fraud schemes within the last year.

The AI-generated domains at the heart of the Genisys operation signal a sea change; next-generation ad fraud schemes will “absolutely” be enabled by AI, Shiravi said. It’s a summons the media industry will have to answer. 

The IAS Threat Lab, for its part, claims to be actively preparing, according to Vidhya Rohini Raman, the division’s senior director of data science and engineering. “We are simultaneously developing product to detect low-quality generative AI content and integrating it into our core product ecosystem,” she said, “so our advertisers will be able to benefit from improved detection and avoidance capabilities, and that, in turn, will help them focus on high-performing media.”

Musk has no proof OpenAI stole xAI trade secrets, judge rules, tossing lawsuit

But this claim hinges entirely upon xAI proving that OpenAI poached its employees to steal its trade secrets. So, for xAI’s lawsuit to proceed, xAI will need to beef up the evidence base for its other claim, that OpenAI has violated the federal Defend Trade Secrets Act, Lin said. To succeed on that, xAI must prove that OpenAI unlawfully acquired, disclosed, or used a trade secret with xAI’s consent.

That will likely be challenging because xAI, at this point, has not offered “any nonconclusory allegations that OpenAI itself acquired, disclosed, or used xAI’s trade secrets,” Lin wrote.

All xAI has claimed is that OpenAI induced former employees to share secrets, and so far, nothing backs that claim, Lin said. Tishler noted that the court also rejected an xAI theory that “OpenAI should be responsible for what its new hires did before they arrived” for “the same reason: without evidence that OpenAI directed the theft or actually put the stolen information to use, you cannot hold the company liable.”

The strongest evidence that xAI had of employee misconduct, allegedly allowing OpenAI to misappropriate xAI trade secrets, revolves around the departure of one of xAI’s earliest engineers, Xuechen Li.

That evidence wasn’t enough, Lin said. xAI alleged that Li gave a presentation to OpenAI that supposedly included confidential information. Li also uploaded “the entire xAI source code base to a personal cloud account,” which he had connected to ChatGPT, Lin noted, after a recruiter sent a message on Signal sharing a link with Li to another unrelated cloud storage location.

xAI hoped the Signal messages would shock the court, expecting it to read through the lines the way xAI did. As proof that OpenAI allegedly got access to xAI’s source code, xAI pointed to a Signal message that an OpenAI recruiter sent to Li “four hours after” Li downloaded the source code, saying “nw!” xAI has alleged this message is short-hand for “no way!”—suggesting the OpenAI recruiter was geeked to get access to xAI’s source code. But in a footnote, Lin said that “OpenAI insists that ‘nw’ means ‘no worries,’” and thus is unconnected to Li’s decision to upload the source code to a ChatGPT-linked cloud account.

Kantar Media Rebrands as Fifty5Blue Post-PE Carve-Out


The deal, which closed in August 2025, spun Kantar Media out from the broader Kantar research business, where it served as the company’s media measurement arm. As part of the transaction, it was required to adopt a new brand identity within two years.

That shift comes as artificial intelligence reshapes media planning and measurement, creating opportunities to use both directly observed panel data and modeled data. As Fifty5Blue, the company aims to combine its legacy panels with large-scale first-party data to expand what it can measure.

Béhar maintained that media currency still requires a foundation in directly observed human behavior to avoid bias and preserve transparency, and that panels serve as a benchmark to reconcile data across streaming, social, and broadcast.

“You need a direct observation somewhere,” he said. “The panel is your safeguard and your life insurance.”

But while AI will not replace panel-based measurement, it will improve efficiency and deepen the analysis teams can do on that data, he added.

Since its sale, Fifty5Blue has reshaped its leadership team, hiring Toni Petra from Nielsen as chief operations and technology officer; Nicole Gileadi from Google as chief strategy officer and managing director of North America; and former McKinsey executives to lead strategy and transformation efforts.

The company has also increased investment in its technology infrastructure and cross-media measurement capabilities, Béhar said.

With private equity backing, Béhar said Fifty5Blue can invest more directly without competing with other divisions for capital. He pushed back on the idea that private equity ownership creates short-term pressure.

“I think there’s a bit of a myth that private equity is harsher, more difficult, and more short term,” he said. “We have embraced the freedom to move faster, sharpen our focus, and invest for the long-term.”

Data center builders thought farmers would willingly sell land, learn otherwise

Notably, one resident in Huddleston’s county who received an offer, 75-year-old Timothy Grosser, even declined a proposal to “name your price” when a tech company sought to buy his 250-acre farm, The Guardian reported.

“There is none,” Grosser said.

The farm is where he “lives, hunts, and raises cattle” and where his grandson hunts a turkey every Christmas for the family feast.

“The money’s not worth giving up your lifestyle,” Grosser said.

Another farmer in Wisconsin, Anthony Barta, reportedly fretted about what would happen to his neighbors if he took a deal he was offered—showing the deep bonds of people whose farms have bordered each other for years. In his community, another farmer was offered between $70 million and $80 million for 6,000 acres.

“Me and my family, we own the farm and run close to 1,000 animals,” Barta said. “What would that do if that’s next to it? Can they even be there? You know, that’s our livelihood—the farm. We’re just concerned what, if it would go through, what would happen to us and our neighbors and farms and our community? What would happen to that?”

Some tech companies are apparently not taking “no” for an answer. At least one farmer who spent 51 years milking cows in Pennsylvania prior to the AI boom described tech companies as “relentless.”

Eighty-six-year-old Mervin Raudabaugh, Jr., found a creative solution to end the pressure to sell two contiguous farms. He reportedly staved off developers by turning to “a farmland preservation program dedicating taxpayer dollars toward protecting agricultural resources.”

By working with the program, Raudabaugh will only receive about one-eighth of what the developers were offering. But he said it’s worth it to know his land would be preserved for farming purposes and out of reach of persistent tech companies.

“These people have hounded the living daylights out of me,” Raudabaugh said.

Data center deals come amid fragile farm economy

For people in rural communities, data center fights go beyond concerns about water and electricity consumption—although those are concerns, too. Communities are defending the character of the land, which they don’t want to see suddenly disrupted by extensive construction, data center noise pollution, or untold environmental impacts from massive operations.
